Welcome to the CSAC Institute for Excellence in County Government. The Institute was established in 2008 to provide professional learning opportunities specifically created for county supervisors, other county elected officials and senior executives in county service.

The Institute is a professional, practical continuing education experience designed to expand the capacity and capability of county officials to provide extraordinary services to their communities.

You will find an array of courses that address county governance, current hot topics, leadership practices and organizational management. Whether your interests are in better understanding county funding and financial management, county government structure and responsibilities, leadership and interpersonal relationship strategies, transportation and land use planning, organization effectiveness or a myriad of other critical topics and practices … there is likely a course of interest to you.

New 2012 Winter/Spring Course Schedule Now Available

The CSAC Institute schedule of 2012 courses is now available. Over 16 courses are featured, including a number of new classes. Institute Awards 13 Credentials at CSAC Annual Conference
The CSAC Institute awarded 13 new credentials at the 2011 CSAC Annual Meeting. This brings the total number to 55 credentialed supervisors and senior executives. Congratulations to all who earned their credential! Click here for the details:
2012 Executive Leadership Symposium
Unique Learning Experience for County Supervisors and CAO/CEOs
The Executive Leadership Symposium is an intensive three-day leadership practices learning experience designed to build capacities in collaboration and adoptive change to evaluate current challenges and make progress on persistent issues and challenges. Symposium instructor is Marty Linsky from the Kennedy School of Government at Harvard University. Marty is known in local, state and federal governments around the world as a challenging and insightful instructor. The Symposium is scheduled for mid-February. Institute Accredited for MCLE Credits
The California State Bar has approved the CSAC Institute as a provider of MCLE credit hours for attorneys for select courses. Upcoming courses with MCLE credit include:

Most Institute courses are offered in Sacramento or on location with CSAC coneferences. CSAC Counties can host courses too, and we'll bring the Institute to you! Host counties are responsible for the site, logistics and recruiting participants. CSAC Institute will arrange instructors, prepare all materials and manage registration. The class examines the basics of labor relations in the county environment with a particular focus on recent changes to the Meyers-Milias-Brown Act (MMBA). The class explores labor relations at a policy level, with a focus on the Board versus staff. AB 646 may be the most significant change to any of California's public sector labor relations acts since 2000. In 2012, you must know how to prepare for and successfully engage in factfinding. Even if your county has been subject to factfinding for many years, this class will help you prepare a factfinding strategy that considers all the new issues, including premature declaration of impasse

Most counties receive and administer federal grants. With few exceptions, counties and nonprofts that receive these grants must follow certain cost principles. Violating these can result in unallowable expenditures, often culminating in large refunds ... or worse. The course will help participants understand the cost principles applicable to state and county governments and nonprofit organizations, and learn how to ensure that costs claimed against government grants are allowable, and therefore, reimbursable. The course will guide participants to: 1) Understand criteria for determining whether a cost is allowable; 2) Explain the permissibility of specific items of cost; and 3) Review how to adequately document costs claimed. The class is designed for county and partner nonprofit senior executives, analysts, auditors and program/grant administrators who oversee federal grants. Presented by CalCPA, participants are eligible for 6 CPE credits.

Instructor Sefton Boyars, CPA, CGFM, CFS is on the faculty of the California Certified Public Accountants (CalCPA) Education Foundation. Previously he served as US Department of Education Regional Inspector General for Audit. The practice of leadership can place elected officials and senior executives in positionsrequiring difficult decisons which may be contrary to constituent (or personal) expectations. Understanding the relationship of values to decisions can be a helpful decision-making tool. Focusing on commonly held - although sometimes competing - values underlying difficult policy dilemmas can help leaders bridge differing perspectives—either while policies are being debated or after difficult decisions have been made and need to be explained. In addition, clearly articulated organizational values provide staff and the community with important information on an organization’s priorities. This course explores the role values play in both personal and organizational leadership, strategies to consider in modeling organizational values, and approaches to making and explaining difficult decisions.

Instructor John King is founding partner and CEO of Cultural Architecture, Inc., an education oriented consulting firm focusing on strategic leadership, strategy and cultural change issues, and the strategic training and development of senior executives.
